Managed the ‘Undercarriage’ portion of the architecture; to include the
network, server load balancing, storage systems. Maintained the
Microsoft Windows base image. Authored all technical documentation
related to the above computer subsystems. Instrumental in establishing the Systems Engineering
and Integration (SE&I) Group; providing programmatic support and
strategic planning to the NGA’s Services Oriented Architecture (SOA).
Authored organizational start-up documentation i.e., Charter, Program Plan,
etc. for the SE&I Group. Designed and maintained the IT/IS Requirements
Database (using DOORS); which was used to manage/trace NGA requirements to

(IDS) Managed all telecommunications efforts related to
the NGA International Program Office. Provided Program Level support to
Accommodation Procurement and Foreign Military Sales (FMS). Responsible
for requirement gathering, analysis, planning, design, facility assessment,
implementation, and operational sustainment of all international
telecommunications networks; internal and external to NGA. Managed circuit installation using various
governmental, domestic, and international telecommunications providers and
standards. Responsibility focused mainly on the dissemination of
Geospatial Intelligence (GEOINT) products using network technologies to
include; Telephony (Inverse Multiplexing and Circuit Emulation), TCP/IP, TDM,
Serial, Frame Relay, ATM, and SONET. Vice President, Director of Operations 1999 - 2000. ComNet, Inc. Managed the FBI’s ATM Filter Tool Program
requirements process. Managed the design and prototyping of new systems that
facilitate telecommucations filtering and discovery of illegal internet
activity. Authored the ATM Filter Tool Requirements Document. Requirements Manager/Senior Systems Engineer 1997 - 2000. Creative Technology, Inc. Managed the CIA’s Enterprise Messaging Service
Program Office (EMSPO) DOORS requirements database. Authored the SRD
and the System Specification. Established the requirements baseline,
traceability matrix, specifications, and supported the IV&V effort.
Authored the NIMA’s ATM WAN Implementation Plan; transitioning Frame Relay to
TCP/IP. Managed the NIMA’s Enterprise Configuration.
Authored the NIMA System Description Document (all GEOINT production
systems), Current Baseline Document (network architecture), all technical
drawings, and briefing senior government leadership. Managed the NIMA standup requirements for the
Enterprise Network; to include collection, analysis, management, and
allocation of imagery, geospatial, mapping, and office automation

network solution to connect disparate intelligence communities.
Provided network analysis and developed router scripts to control network
access. Supported the Requirement Management System (RMS)
Installation Planning TEMs (IPT). Responsible for software testing and
product assurance for RMS software applications. Performed network load
analysis and systems performance testing, LAN management, and network
interoperability. Instrumental in creating the corporate
Interoperability Laboratory. Developed Interoperability Test Plans and
daily laboratory management. Led the effort to transition data from WANG, Apple,
