Mr. Gray has more than 25 years of professional experience encompassing a variety of corporate leadership, technical management, telecommunications, and systems engineering positions.  The focus of his experience has been providing Geospatial Intelligence (GEOINT) and Geographic Information Systems (GIS) applications solutions to intelligence agencies; both foreign and domestic.  More specifically, his experience includes the tasking, collection, processing, evaluation, and dissemination (TCPED) of spatially referenced information.  A large portion of his experience has been at the PMO level supporting decision-makers at the highest levels of government.  .

Chief Operating Officer (COO)

2011 - Present.  EIM Sensor

Responsible for New Business Development, Proposal Preparation, Contract Representation, Government Compliance, Program Management, and Financials.  Instrumental in securing and managing the following programs:

 

·         GeoFidelis (GIS) for the US Marine Corps. - Domestic and International sites – Value $3M

·         Wetlands Delineation (GIS) for the US Army - Ft. Belvoir – Value $500k

·         Project and Planning (RFID) for Department of Homeland Security (DHS HQ) – Value $2M

 

Established and manage the corporate Facility Clearance and all Defense Security Service (DSS) related activities.

 

Principal Engineer

2008 - 2014.  NJVC, LLC

Supported the NJVC “Cloudcuity” Cloud Brokerage marketing and engineering solutions.  Managed the testing activities related to the NGA Expeditionary Architecture - High Performance Computing (NEA-HPC) system.  Authored the NEA-HPC Test Plan which was used to successful accomplish Factory Acceptance Testing.

 

Managed multiple design areas of the Intelligence Community - Common Operating Environment (IC-COE), a D/DNI initiative.  Managed the ‘Undercarriage’ portion of the architecture; to include the network, server load balancing, storage systems.  Maintained the Microsoft Windows base image.  Authored all technical documentation related to the above computer subsystems.

 

Instrumental in establishing the Systems Engineering and Integration (SE&I) Group; providing programmatic support and strategic planning to the NGA’s Services Oriented Architecture (SOA).  Authored organizational start-up documentation i.e., Charter, Program Plan, etc. for the SE&I Group.

 

Designed and maintained the IT/IS Requirements Database (using DOORS); which was used to manage/trace NGA requirements to the IT/IS Catalog of Services.  A SRD was also developed.

 

Chief Operating Officer

2006 - 2011.  Oak Lane Consulting

Responsible for day-to-day business operations.  Managed the Small Business Administration (SBA) Small Disadvantaged Business (SDB) certification process.  Established and managed our Cisco Enhanced Premier Partnership; with four Cisco Specializations to include; Advanced Switching and Routing Unified Communications, Security, and Foundation. Established sales distribution channels for Cisco products. 

 

Secured a subcontract with SAIC on the NGA SMARTS Contract.  Responsible for working National System for Geospatial Intelligence (NSG) source requirements, system design, and deployments.  Defense Procurement & Acquisition System (DPAS) certified.  Proficient with PRISM (US Government Procurement).  Managed sub-contracts and teaming agreements with SAIC, Siemens, and EDS.  Responsible for establishing and managing the corporate Facility Clearance and all Defense Security Service (DSS) related activities.

 

Network Engineer/Hardware Engineer Specialist

2005 - 2006.  BAE Systems

Managed the network design and sustainment for NGA’s Imagery Library Architecture; to include data volumetric analysis, hardware design, configuration documentation, and site deployments.  Responsible for trades studies, component selection, and performance testing.  Successfully designed and delivered the Unclassified National Imagery Library (UNIL).  Successfully managed the USAF 480^th hardware site design and deployment.

 

Senior Communications Engineer/Communications Team Lead

2000 - 2005.  Intelligence-Data Systems (IDS)

Managed all telecommunications efforts related to the NGA International Program Office.  Provided Program Level support to Accommodation Procurement and Foreign Military Sales (FMS).  Responsible for requirement gathering, analysis, planning, design, facility assessment, implementation, and operational sustainment of all international telecommunications networks; internal and external to NGA.

 

Managed circuit installation using various governmental, domestic, and international telecommunications providers and standards.  Responsibility focused mainly on the dissemination of Geospatial Intelligence (GEOINT) products using network technologies to include; Telephony (Inverse Multiplexing and Circuit Emulation), TCP/IP, TDM, Serial, Frame Relay, ATM, and SONET.

 

Vice President, Director of Operations

1999 - 2000.  ComNet, Inc.

Managed the FBI’s ATM Filter Tool Program requirements process. Managed the design and prototyping of new systems that facilitate telecommucations filtering and discovery of illegal internet activity.  Authored the ATM Filter Tool Requirements Document.

 

Requirements Manager/Senior Systems Engineer

1997 - 2000.  Creative Technology, Inc.

Managed the CIA’s Enterprise Messaging Service Program Office (EMSPO) DOORS requirements database.  Authored the SRD and the System Specification. Established the requirements baseline, traceability matrix, specifications, and supported the IV&V effort. Authored the NIMA’s ATM WAN Implementation Plan; transitioning Frame Relay to TCP/IP.

 

Managed the NIMA’s Enterprise Configuration.  Authored the NIMA System Description Document (all GEOINT production systems), Current Baseline Document (network architecture), all technical drawings, and briefing senior government leadership. 

Managed the NIMA standup requirements for the Enterprise Network; to include collection, analysis, management, and allocation of imagery, geospatial, mapping, and office automation requirements for NIMA’s Communications Infrastructure. 

 

Co-Founder / Senior Systems Engineer

1996 - 1997.  WJB & Associates, Inc.

Managed the color management process for NIMA’s Graphics Production Office. Responsible for market survey, recommendations, procurement, integration, testing, and training. Led the communications engineering effort to integrate COTS and custom software to include; data encryption, data hiding, router filtering, and firewalls for a secure collaborative computing environment.

 

Lead Systems Analyst

1995 - 1996.  Quality Systems, Inc.

Provided software testing support for the following CIA messaging (cable) systems; GECO, COSMOS, and APOLLO.  Supported various areas of life cycle development and testing for the above systems.

 

Supported the NPIC’s Plans & Projects Branch.  Supported several imagery manipulation and softcopy dissemination projects. Supported the Imagery Production Branch (NST).  Assisted in the planning and development of the Integrated Imagery Library (IPL). Supported the National Support Team (NST) which produces National Intelligence Briefs,  President’s Daily Brief (PDB), Early Warnings, etc.

 

Project Manager

1994-1995.    Network Communications, Inc.

Responsible for CIA server migration project.  Imagined and deployed 150+ IBM servers.

 

Member, Technical Staff

1991 - 1994.  The Analytical Sciences Corp.  (TASC)

Supported the NRO’s Networks Group in designing a network solution to connect disparate intelligence communities.  Provided network analysis and developed router scripts to control network access.

 

Supported the Requirement Management System (RMS) Installation Planning TEMs (IPT).  Responsible for software testing and product assurance for RMS software applications. Performed network load analysis and systems performance testing, LAN management, and network interoperability.

 

Instrumental in creating the corporate Interoperability Laboratory.  Developed Interoperability Test Plans and daily laboratory management.

 

Led the effort to transition data from WANG, Apple, and IBM platforms to the NeXT computer platform.  Authored the data conversion procedures.

 

Provided design input and technical support for the development of an Identity Transformation System.  Authored the requirements, CONOPS, network design, and training documentation.

 

Systems Manager

1988 - 1991.  BDM International

Managed National Exploitation Laboratory (NEL).  Managed and provide technical support for state-of-the-art hardware and software systems. Consolidated several sites to form the NEL.

 

Managed the Software Productivity Enhancement Center (SPEC).  Responsible for facilities planning, hardware & software requirements analysis, capital budgeting, and resource allocation.

 

Supported the US Army’s Computer Aided Logistics and Acquisition Support (CALS) Program.  Evaluated legacy system to capture functional requirements. Supported related IPTs.

 

Systems Engineer

1985 - 1988.  Hughes Aircraft

Administered the Terminal Security System (TSS) which services over 1,000 users in the intelligence community.  Established the operating and emergency procedures later adopted as government standards. 

 

Hardware Engineer
